Lyons Jr., USN (Ret), former commander in chief of the U.S. Pacific Fleet, senior U.S. military representative to the United Nations and Deputy Chief of Naval Operations, in his June 27 commentary in The Washington Times, part of the reasonis that Marines have taken an innovative approach that has noticably quieted the insurgents and cut U.S. casualties in Al Anbar, Iraqs largest province.
